Some plants, such as nuclear, wind and solar power, have virtually zero variable costs: once they are built, they produce electricity virtually for free. This is in stark contrast to fossil fuel-based power plants.

Solar, wind, and hydropower are based on the projected levelized cost of energy, which includes capital expenditures and operating costs, while natural gas, coal, and nuclear are based on the projected cost of only the heat content of these plants. Levelized costs do not include federal tax credits that can further reduce the cost.
To reflect this difference, we report a weighted average cost for both wind and solar PV, based on the regional cost factors assumed for these technologies in AEO2023 and the actual regional distribution of the builds that occurred in 2021 (Table 1).
